PennsylvaniaΥw Transportation Funding Law - Fee for Local Use ࡲticipating CountiesPURPOSE Act 89, which became law on November 25, 2013, established a special fund within the state treasury called l Use Fund.좾Beginning January 1, 2015, a county may pass an ordinance to implement a fee of $5 for each vehicle registered to an address located in that county. The $5 county fee is collected by PennDOT at the time a vehicle is registered or renewed. These funds will be used by the county for transportation purposes or be allocated by the county in accordance with Section 9010 (c) of the Pennsylvania Vehicle Code. The $5 county fee is in addition to the registration fee. Counties that wish to participate must notify PennDOT 90 days prior to the effective date of the ordinance. PennDOT provides notification of participating counties to authorized agents via the Driver and Vehicle Services Update Bulletin. Local Use Fund fees are being collected by PennDOT and its authorized agents. PennDOT will begin collecting the $5 fee for registrations expiring in the month the county ordinance is effective. For example, when completing registration renewals for a vehicle registered in Cumberland County, with an ordinance effective date of 4/7/2015, the $5 fee is charged when the current registration expires April 2015 or later. In this example, the $5 fee also applies to new registrations issued on or after the effective date of the Cumberland County ordinance (4/7/2015). PARTICIPATING COUNTIES Below are the effective dates for counties that have passed an ordinance to implement the $5 fee.
In addition, the new law raises the fees collected for many PA vehicle services, including vehicle registration fees and driver license fees. Vertical Motorcycle License Plate
Act 89, signed into law on November 24, 2013, provides for the availability of a motorcycle license plate designed to be displayed vertically. Vertical motorcycle plates are an option for motorcycle enthusiasts who prefer the positioning of vertical plates over horizontal plates .
The Blue Moon Cruiser Rod & Custom Association has been approved by PennDOT to issue Pennsylvania specialty registration plates to club members. These plates are available now. Please contact John Kaufman directly at 717-574-1426 for more details and to place your order. As of this date, April 10, 2013, 47 plates have been requested by members. Numbers begin at 00001 and progress upward. Update: As of June 4, 2013 plate numbers through 80 have been sold/taken. Higher numbers now available. Once the club produces and sells about 35 plates our startup costs will be negated and any future plates sold will bring $15 per plate into the club treasury. Our startup costs are currently about $500. So, not only will you have the privilege of displaying your club affiliation on your vehicle you will be benefitting the club and our community efforts. You must be an active member of the Blue Moon Cruisers Rod & Custom Association to qualify to purchase this specialty plate for your vehicles. These plates will contain numerals/digits only . First number will be a zero followed by 4 numbers in sequential order incremented by one with each new plate produced. No letters are available. Numbering begins with 00001, 00002, 00003, etc. Plates will be produced by PA Department of Corrections (Big House Industries) at the Camp Hill, PA correctional facility. Below is an example of the BMC plate along with two current specialty plates from other clubs: SPECIALTY PLATE ISSUANCE INFORMATION (per PennDOT) Specialty plates are manufactured in standard plate colors - blue, white, and yellow. The layout will consist of the organization's emblem displayed on the left of the plate followed by a two-letter designation to the left or right of five numbers. The organization's name appears across the bottom of the plate and "Pennsylvania" is printed across the top of the plate.

Vintage Plates Ruled Legal for PA ResidentsNew Law Paves the Way for "Year of Manufacture" tags to Adorn Collector Cars April 3, 2012....With the passage of HB 1203, Pennsylvania residents can properly and proudly display when their vintage or antique ride was manufactured. Update: Governor, Tom Corbett, signed the bill into law on April 12, 2012. Law is effective in 120 days.Using year-of-manufacture plates provides a better authentication of historical vehicles and furthers the public awareness of collector cars in our society. In addition, the passing of this bill brings Pennsylvania in line with 45 other states that allow the display of vintage plates. Car owners who have a period specific license plate can now use it, with proper verification and registration from the Department of Motor Vehicles. Representative John Lawrence, a Republican from Chester County and prime sponsor of the bill noted in a recent release touting the passing that "antique and classic automobiles play an important role in Pennsylvania's economy and enthusiastic car collectors from around the state had contacted me in support of this legislation." Lawrence continued by noting that "Pennsylvania annually hosts a number of internationally recognized car shows, creating an economic impact well into the millions." "HB 1203 is a great accomplishment for the car collectors of Pennsylvania," said Carlisle Events co-owner and co-founder Bill Miller, Jr. "Most states in the U.S. already allow vintage license plates to be used on collector cars and for many collectors, this is the crowning touch to their restored or beautiful original collector car." Miller concluded by saying, "Hats off to Representative John Lawrence, all who approved the law and to our Governor, Tom Corbett for making this happen." The passage is expected to be signed in the coming days by Pennsylvania Governor Tom Corbett. Other details will be posted as PennDOT gears up to implement the law. Wording of HB 1203 regarding YOM plates is as follows: (a.1) Vintage registration plates.--In lieu of a special plate issued under subsection (a), the owner of an antique or classic motor vehicle may request permission from the department to display a vintage registration plate from the model year of the motor vehicle. The vintage registration plate shall be: (1) Provided by the motor vehicle owner. (2) A Pennsylvania registration plate issued between the years 1906 and 1975. (3) Legible from a reasonable distance. The applicant shall provide information as the department may require for processing the request and a $75 application fee. The department may deny a request to use a vintage registration plate for cause. To see the full text of HB 1203 in PDF format click HERE This legislation would amend Section 1340 of the Vehicle Code (relating to antique, classic and collectible plates) to permit owners of antique or classic motor vehicles to display on their vehicles a vintage license plate from the model year of the vehicle. The bill will limit the vintage plates to those issued between 1906 and 1975. The plate must be provided by the owner and be legible from a reasonable distance, and PennDOT may deny a request for cause. The application fee for PennDOT to process these requests is $75. The plates will replace any antique or classic plate issued by PennDOT. FISCAL IMPACT : This legislation will provide PennDOT savings as they will not have to produce an antique plate while collecting $75 per application.

BMC Ride into the Sunset - Dinner & Dessert CruisesWhile there is a wide variety of advertisers that support the Blue Moon Cruisers by taking out an ad in our Blue Moon Cruiser Directory many are restaurants and other eating establishments. Members have always been encouraged to take their business to our advertisers. Rick and Donna Meisel, have designed a novel and fun way for all members to give back to some of them. Restaurants, drive-in's and ice cream shops have always been a part of our lives and history. Where did you go on your first date in that ole' 52 Chevy back in 1960? I'll bet it was a drive-in restaurant or ice cream stand. Rick and Donna have instituted the Ride into the Sunset series of cruises starting on Monday, May 21, 2007. Where is it written that a cruise can only happen on a weekend?

Blue Moon Cruiser Ron Allyn Swartley for the 5th year in a row had his drag strip record setting 1956 Plymouth Fury on display at the ANNUAL YORK US 30 DRAG STRIP REUNION SHOW held in the huge Toyota building inside the York Fairgrounds. Ron's 1956 Plymouth Fury was the only stock Mopar from the 1950's on display among the 250+ record breaking cars at the show. Drag cars and drivers from all across the country had their famous cars on display. Bruce Larson's USA 1 Camaro, Bud Faubel's Hemi Honker Dodge, Dave Stricklers' Old Reliable 62 & 63 Chevy's, Bill Jenkins' Grump's Toy Camaro and hundreds more. Ron also did a short Elvis performance on stage which included singing " Are you lonesome tonight" on stage to Linda Vaughn the famous Ms. HURST.
Before and after Ron's performance the huge building came alive with Rock and Roll music from the 50's 60's and 70's with George Nye, York US 30's official track announcer doing interviews and introducing songs. The whole building took on a air of nostalgia with the beautiful drag race cars of yesterday surrounded by their famous drivers as the Oldies Rock and Roll music played in the background. Each year the show gets bigger----don't miss it next year!!!!!!!!! Being there is like taking a ride in a TIME MACHINE.!!!!!!!!! ( pictured below is Ron and York's official track announcer. While being interviewed Ron was quoted as saying " THE YORK US 30 REUNION SHOW WAS FIT FOR A KING" !!!
